Dr. Muhammad Towfiqur Rahman is an Assistant Professor of Computer Science and Engineering at the University of Asia Pacific (UAP), Dhaka, with over 20 years of combined academic, industrial, and research experience in ICT, communications, and photonics-based technologies. He is an IEEE Graduate Member and a Life Fellow of the Institution of Engineers, Bangladesh (IEB).

Dr. Rahman earned his PhD in Electrical and Computer System Engineering (Visible Light Communication) from Monash University, Australia, where he was a recipient of the Monash Merit Scholarship and Doctoral Completion Award. His academic background also includes an MSc in Communication Engineering (by Research) from International Islamic University Malaysia with the Ummatic Postgraduate Scholarship, and an MBA in Banking and Finance, and a BSc in Computer Science and Engineering (CSE) from International Islamic University Chittagong.

His research expertise spans advanced data communication and networking, optical and visible light communication (Li-Fi), radio-over-fiber systems, silicon photonics, fiber optic sensors, IoT-enabled robotics, intelligent transportation systems (ITS), vehicular networks (V2V/V2I), cybersecurity, and emerging 5G/6G communication technologies. He has a strong interdisciplinary research profile bridging theoretical modeling, simulation, and applied system design.

Dr. Rahman has published extensively in internationally recognized Scopus- and ISI-indexed journals, including Electric Power Systems Research (Q1)IET Optoelectronics (Q2), Optics Communications (Q2)Photonics (Q2)Sensors (Q1)Clinical Reviews in Allergy & Immunology (Q1), OPTIK (Q2)Journal of Modern optics (Q3) and other reputable venues. His work has contributed to advancements in high-speed optical and hybrid communication systems, VLC-based intelligent transport applications, and next-generation wireless–optical network integration. He has also served as a Technical Program Committee (TPC) member for international IEEE conferences and is actively involved in collaborative research across Asia, UK, Japan and Australia.

In addition to research, Dr. Rahman is a highly experienced educator, having taught undergraduate and postgraduate courses in computer networks, data communications, fiber optic systems, cybersecurity, digital logic, and information systems project management. He has supervised a large number of BSc and MSc theses, many of which focus on VLC, optical networks, machine learning applications, autonomous vehicles, Agro-drones, and smart city technologies.

He has played a significant role in Outcome-Based Education (OBE) and BAETE accreditation activities, serving on curriculum development, CQI, and SAR preparation committees. His academic leadership includes roles as MCSE Program CoordinatorCyber Security Club Convener, and member of the University Research and Development Committee at UAP.

Dr. Rahman is recognized for his strong analytical ability, interdisciplinary mindset, research mentoring skills, and ability to translate complex engineering concepts into practical solutions. His professional vision is centered on impact-driven research, international collaboration, and capacity building in advanced communication and cybersecurity education, particularly within developing economies.
